ورشة عمل في بعلبك حول نظام النزاهة الوطني

نظمّت الجمعية اللبنانية لتعزيز الشفافية بالتعاون مع جمعية مجموعة سوا ورشة عمل لعرض خلاصة دراسة نظام النزاهة الوطني الذي أنجز في نهاية عام 2010 وذلك بهدف إطلاع الجمهور المعني بالدراسة على النتائج.

بداية الورشة كانت مع كلمة ترحيبيّة بالحضور من قبل رئيس جمعية سوا الأستاذ زكي الرفاعي ثمّ تلاه مدير المشاريع الميدانيّة والشباب في الجمعية اللبنانيّة لتعزيز الشفافية الدكتور سعيد عيسى حيث تولّى عرض خلاصات الدراسة والتوصيات ونقاشها مع الحضور الذين أبدوا ملاحظاتهم حولها وأشادوا بهكذا نوع من الدراسات التي تلقي الضوء على الاختلالات والنواقص في أعمدة النزاهة الوطنية.

يذكر أنّ أعمدة النزاهة التي تناولتها الدراسة هي:

السلطة التنفيذية

السلطة التشريعيّة

 الأحزاب السياسية

السلطة القضائية

ديوان المحاسبة

الخدمة المدنية

وكالات إنفاذ القانون

الهيئة العليا للتأديب

نظام التوريد العام (المناقصات والمزايدات العمومية وغيرها من أنظمة التوريد)،

المجتمع المدني 

وسائل الإعلام (التوعية والإرشاد)

قطاع الأعمال، 

الحكومة الإقليمية والمحلية (اللاحصرية الممثلة بالمحافظة والقضاء واللامركزية الممثلة بالبلدية)

اللاعبون الدوليون (المنظمات والهيئات الدولية والدول الأجنبية).

A workshop in Baalbek on the National Integrity System

In cooperation with SAWA association, LTA organized a workshop entitled: “the National Integrity System” in order to inform the public on the NIS  study’s results. The NIS stusy  was completed at the end of 2010,

The workshop started with a welcome remark presented  by the president of the SAWA association Mr. Zaki Al Rifai. The opening session was  followed by a presentation on the NIS conclusions and recommendations. The material was presented by Dr. Said Issa who moderated a debate  between the participants who showed their interest in the topic and the NIS pillars.  .

The columns of the integrity addressed by the study are:

      -    Executive Authority  

      -    Legislative Authority

      -    Political parties

      -    The Judiciary

      -    The Court of Audit

      -    The Civil service

      -    Law enforcement agencies

      -    Supreme body of the discipline

      -    System of public procurement (public tenders and auctions and other procurement systems)

      -    Media (awareness and guidance)

      -    The business sector

      -    The regional and local government (Non exclusivity presented by province and  district and Decentralization represented by the municipalities)

      -    International players ( organizations, international bodies and foreign countries)
